Catherine’s career began in the arts, including as planning co-ordinator for Glyndebourne Festival Opera and administrator of a touring opera company in Italy.  She joined the Civil Service in 1993, working in the Home Office and Cabinet Office in a range of policy roles including police and race relations, reform of the House of Lords, and the then Prime Minister’s Street Crime Initiative.

As Director in the Office for Criminal Justice Reform, she led on cross-criminal justice reform.  She moved to the Ministry of Justice to deliver a major Legal Aid Review, and subsequently assumed wider policy responsibilities.  As a Director General from 2013 to 2017 she was responsible with fellow members of the Executive Committee and Departmental Board for the leadership of the department’s corporate governance and strategy, and also took on the role of Head of Policy Profession.  In 2012 Catherine was awarded a CBE for services to justice.

Catherine is an independent trustee. The Maudsley Charity Board comprises eight independent trustees including the Chair (David Barclay), and three trustees nominated by the Board of South London and Maudsley NHS Foundation Trust.
